The original was in "3", but should be played in 6; that's why half the barlines are dotted.
Any notes which are too low for your harp you can play up one octave.
Harmonization is tolerably Renaissance style (as opposed to Baroque) for a harp or other percussive-string-instrument, but is more inappropriate for a sustained instrument such as bowed strings or winds.
